Public participation process opens for proposed mixed-use development for Athlone Stadium’s overflow parking

The City of Cape Town’s public participation process for the proposed disposal of part of Athlone Stadium’s parking lot for mixed-use development has opened.
Part of the Athlone Stadium’s precinct (marked in red on the map and sized approximately 13 366m2 ) is located between the stadium and Klipfontein Road with a General Business 5 (GB 5) zoning.
The proposed mixed-use development aims to incorporate ancillary retail and commercial components – ideal for business and employment opportunities as it is located on main public transport routes, says Mayoral Committee Member for Economic Growth, Alderman James Vos.
A feasibility study was done to help determine the best uses of the precinct. Various areas of infill opportunities to develop underused or vacant spaces were identified as part of the study, says the City, with it envisaged that the development opportunities will be made available on a phased basis depending on market take up through an auction.
Although the proposed transaction site is utilised for overflow parking, the development concept will be designed to retain and enhance parking and transport functionality for peak usage periods.
The envisioned development linked to the disposal is supported by the Cape Flats District Spatial Development Framework (2023) identifying the area as a ‘Development Focus Area’, supporting intensification within an existing development corridor.
Since 2019, the facility has undergone a series of upgrades aimed at enhancing safety, accessibility and functionality. These improvements include the construction and enhancement of a Venue Operation Centre (VOC), installation of new lifts in the West Stand, upgrades to lighting and fire safety systems, implementation of an Audio Evacuation System, the installation of CCTV equipment, improved backup power supply, enhanced pitch fencing, and the paving and demarcation of trading spaces.
Interested parties can submit their comments via the City’s website between the 6th of June and 7th of July 2025.
